Jammu 16 January: Seeking unconditional release of Bilal Kawa, arrested by Delhi Police AIP Supremo and MLA Langate Er. Rasheed today rocked state Assembly over the issue and said that security agencies outside state leave no stone unturned to harass Kashmiris and destroy their future. As soon as house began its proceedings this morning, Er. Rasheed got up and raised the issue and quoted the version of State police confirming Bilal’s innocence.
Er. Rasheed said that if Bilal Kawa was truly wanted by Delhi police in 2000 Bomb Blast Case, Govt. must tell the house why didn’t Delhi police communicated even once to state govt. about Bilal being wanted. The records reveal that Delhi police has never made any communication with J&K Police about Bilal’s involvement, who was never an absconder and was frequently travelling Delhi. The silence of Dehli police for seventeen year is itself a proof of his innocence.
Er. Rasheed asked NC legislators not to talk of morality and state terrorism and reminded them of their criminal role in dozens of cases like that of Bilal Kawa. Later Er. Rasheed ended his protest when Govt. promised to come out with a statement over the issue in the house. Later in his budget speech Er. Rasheed questioned sincerity of central Govt. over supporting Palestinians and said that on one side New Delhi supported Palestinians in United Nation but on the other side invited Nitin Yahoo and Modi Ji gave him big hugs and even broke the protocols, thus adding salt to the injuries of billions of Muslims all over the world. Nitin Yahoo’s visit has exposed hypocrisy of BJP Govt.
Er. Rasheed demanded disbanding of legislative council and said that it has no significance or moral sanctity except being a rehabilitation centre for those who lose elections and other blue eyed persons. Er Rasheed also lashed out at Govt. for creating extra constitutional posts like nominating vice chairmen for various corporations and boards thus not only creating a system within the system but also causing huge financial burden on state exchequer. Er. Rasheed accused Govt of neglecting far-flung areas like Kupwara, Gurez, Chinab valley and Pir Panchal region and demanded a change in funding pattern. Er. Rasheed demanded a package for migrants of Karnah, Kare, Bore and other border areas who were forced to migrate to other side of LOC.
Er. Rasheed also confronted the claims that New Delhi has been funding full heartedly to the state and said that Kashmiris are being treated like baggers. Er. Rasheed asked New Delhi not to forget that J&K is providing job opportunities to lacs. of Indian soldiers and para-military forces. He reminded the house of the fact that New Delhi is doing no extra favour to the state as it has looted the resources of J&K and sold even out water to Pakistan to safeguard the interests of rest of India.
He also referred to the misuse of assets including J&K house and Bombay house, J&K is possessing outside state. Er. Rasheed added that without accountability and proper planning, packages from center will yield nothing and urged for cutting down of expenditure of Ministers, legislators and bureaucrats. He sought an end to VIP culture so that the true spirit of democracy reaches to the grass root level.
However when Er. Rasheed continued to expose the back door appointment scandals made since 2008, many legislators from both the benches entered into confrontation with Er. Rasheed and Mohammad Akbar Lone started hurdling abuses at Er. Rasheed. Dy. Speaker asked marshals to take Er. Rasheed out of the house who used ruthless means and manhandled Er. Rasheed. Talking to media persons after the incident Er. Rasheed said that house is losing its credibility fast and has become a house of goons where even elected representatives are handled like criminals. He announced boycotting the remaining session of the assembly till the matter of humiliating him and the media persons and use of abusive language and force by marshals is not investigated. He accused that assembly has become a graveyard of aspirations and rights of people of Jammu & Kashmir.
