Mismanagement in recruitement process in J&K

By SHAHID MAJEED MIR

With the slowdown in private sector job growth has been slugging across the country, and in jammu and kashmir which has a very small proportion of corporate offering jobs, the failure of the government to make good on promises to hire has hit the unemployed the most. Jammu and kashmir goverment is the biggest job provider in the state but for the past couple of years the reluctance of the state to provide jobs has lead to unemployment crises. While the government of jammu and kashmir had already announced in 2015 that the selection process should be  complete in four monthsbut that has not happened. Likewise last year education department had announced to employ 3500 candidates through fast track but that has also not happened. But there are doubts regarding these posts to be filled on fast track basis, as everyone is aware that Jkssb and Jkpsc is the laziest recruitment agency in jammu and kashmir and there fast track recruitment, took years, to complete the selection process as we seen the Jkssb had announced 94 posts for the Naib Tehisldar (NT) but still these posts has not been filled as in Jkpsc the 51 posts for the gazetted posts Kashmir Administrative Service still these posts are vacant the mains examination has been conducted in January but yet the result has not been come out. There fast track recruitment took years to complete,  but still aspirants would fell better if these 30000+vacancies will be advertised. Out of these 30000 vacancies, 3000 are teacher posts, which has been announced last year by the state government of jammu and kashmir.
But there is another hindrance that they will delay this fast track recruitment process and that is state government’s failure to abolish the interview sys to Gazetted and Non Gazetted posts. On 15th August, 2015 prime minister Mr Narender Modi on the eve of independence Day said that Government is planning to do away with the interviews for Non Gazetted posts (Group D,C, B) and soon this policy was implemented and came into effect ist January 2016. All the central government jobs for Non gazetted posts advertised after ist January had selection process comprises of only written test or skill test, but No interview. I think it is worth mentioning here that central government had do away with the interviews for Non Gazetted posts, but our site government looks in no mood to abolish this interview system.
Unemployment is a grave concern. It needs a visionary and compassionate approach a not a disappointing method. Our youth are highly qualified, skillfull and intelligent. But they have no work to do, there is no space for them. Recruitment agencies like Jkssb, Jkpsc and many other departments are playing like old test cricket with the future of educated youth. No one is shortlisted, no possibility of interviews, no recruitment posts vacant. Vacancies available (cycle continues). The whole world developed developing and under developing is facing the problem of unemployment. Each country or a community has its own mechanism to tackle the problem but none of them have such kind of mismanagement problem.
It is our unfortunate that thousands of candidates are waiting for their shortlist or selection list or interview call, their written examinations have been conducted before couple of years but still they are waiting likewise in forest department the candidates are waiting for their physical standard test which was announced in the year of 2015 but still waiting, the Fire and Emergency service recruitment agencies which was announced in 2014 and they have given their physical standard test as well as written test but still candidates are waiting for selection list, in case of class iv recruitment in Animal husbandry the posts have been announced in 2013. Although the shortlist has been published by the said department but still interview is not going till this date, same in this case class vi department in Revenue department the aspirants are demanding for final selection list without any further delay to end their dilemma. This shows how serious the state authorities are about the carrier of the youth in the jammu and kashmir. Although there is so much unemployment in our state, the selection for the vacant lying posts is proving disappointing for the aspirants.
In conclusion I request the higher authority of the jammu and kashmir that those aspirants who study for to learn and earn should give the opportunity in many government jobs, because already the youth of jammu and kashmir has been deviated in the valley now they should not discourage due to such delaying in recruitment processes. Because unemployment is a grave of concern. It makes our youth reluctant, as we seen hardly a day spends when Radio,  television and Newspapers does not show such kind of news that the protests were there against the government while delaying in the publishing of selection list or interview…..
