Srinagar: Throwing rules and regulations to dustbin, General Manager, Jammu and Kashmir Tourism Development Corporation, Sajid Yahya Naqash has granted advance increment to his driver out of order to JKTDC, Ghulam Mohammad Bhat.
According to reports, General Manager, Jammu and Kashmir Tourism Development Corporation, Sajid Yahya Naqash in a order no. 124/Adm/JKTDC of 2017 dated 04-08-2017 and has granted advance increment to his driver out of order to JKTDC, Ghulam Mohammad Bhat by violating norms laid down by the government under 74/J&K Civil Service Regulation, which states as “Subject to any general or special order that may be made by the government from time to time a competent authority may grant an advance increments to government servant in a time scale of pay. In another government instruction no.4 it is said that grant of advance increment should be resorted to as an award for persistent and long term outstanding performances. Devotion to duties and excellence and in the performance on any individual occasion should not be rewarded by grant of advance increment but by other means like issue of commendatory certificate/ or a cash award.
Employees of department has raised objection to this order which is discriminative in nature and not employee encouraging.
The employees and contractors working with the department has demanded action against the General Manager, Jammu and Kashmir Tourism Development Corporation, Sajid Yahya Naqash who is allegedly favoring employees and having corruption nexus in the department.
Contractors who are waiting from last several years for payment are up in the arms over the move and has warned of mass protest if action against is not taken and their payment is not released.
The employees and contractors have appealed Chief Minister, Mehbooba Mufti to intervene in the wrong doings going on in the department.
It is pertinent, Sajid Yahya Naqash despite transferred on August 2 ordered himself as General Manager Jammu and Kashmir Tourism Development Corporation (JKTDC) on August 3 and transferred Bilal Ahmad Qureshi from Telephone Operator to In-charge Bahnihal and Ishrat Shah Deputy Manager Operations, Hotel Heemal to Audit section over which several employees raised eyebrows over the transfer.
