‘Babus’ removed from prize postings as Gov Vohra goes tough   

‘Wants right person at right place’

Srinagar: In a bid to make state administration transparent and accountable, the government headed by Governor NN Vohara is likely to go for another overhauling in the middle rung administration.

Last week in a major reshuffle at higher level, several IAS and other senior officers were transferred by the government.

The state administration under the Governor rule has removed the blue eyed persons posted on the prize posting in the previous PDP-led government and has reverted back them to their postings.

The recent massive reshuffle in the administration in which Anoo Malhotra , KAS Additional Commissioner Commercial Taxes (Adm), Jammu and Mahmood A Shah, Director Tourism were removed from their prize posting by assigned by previous government who have been assigned the job without much knowledge and hierarchy.

Anoo Malhotra, KAS, Excise Commissioner, J&K, was transferred and posted as Director, Technical Education, J&K, vice Shabnam Kamili and Mehmood Ahmad Shah, KAS, Joint Director, Tourism, Kashmir, holding additional charge of Director, Tourism, Kashmir, was transferred and shall await further orders of adjustment in the General Administration Department.

Sources said that on the directions of the Governor, authorities are also compiling a list of honest and upright officers who would be posted in the important postings.

It is to mention here that the last week’s massive administrative shake-up was the first by Vohra since he took over the reins of governance in the state following imposition of governor’s rule.

Sources in the Raj Bahawan said that the governor wants the radical changes in the functioning of the state’s overall administration “Transparency in the government is the top priority of the Governor. He (Governor) wants to ensure that the common masses have accessible, Transparent, accountable government,” one of the officials said.

Sources said that Governor wants to place the right men at right places. “The idea behind the reshuffle is to make the middle- rung administration more efficient and responsive to the people so that concrete steps would be taken towards the development,” sources maintained.

Sources said that there were complaints that several officials at the lower level do not serve the general public properly and because of which the public is suffering.

Sources said that the Governor has directed all the administrative secretaries to provide transparent, effective and accountable governance to the people.

“Governor is serious towards the accountability in the administration and is personally going through each and every biodata,” one of the senior officials of the government said on the condition of anonymity.

Sources said that blue eyed officers who are working in the same department from so many years are also likely to be transferred.

It is to mention here that soon after took over the charge of the state the Governor NN Vohra ordered transfer of seven top IAS officers.

Corruption has been one of the main causes of poor governance and disenchantment among the youth. Despite numerous corruption cases recorded by the State Vigilance Organisation (SVO) and the Crime Branch, the big fish continue to roam freely. In certain cases despite availability of evidence against the accused ministers and bureaucrats, no action has been taken and cases are pending for a decade or more, said a senior official on the conditions on anonymity.

Some of the scams involving high and mighty that require the attention of Governor’s administration are the Board of Professional Entrance Exams and MBBS seats scam; purchase of 8-room villa by a former minister in the costliest area of Dubai; multi-crore rural electrification scam in 2005 involving a Congress minister; massive recruitment scam in 2011 in the Housing and Urban Development Department; multi-crore scam involving procurement of sub -standard pipes and grabbing of government lands by ministers.

Governor’s rule was necessitated in the state following resignation by Chief Minister Mehbooba Mufti in the wake of BJP pulling out of the coalition government.
