The DC’s reply comes after the chairman International Forum for Justice and Human Rights Muhammad Ahsan Untoo had filed a petition before the SHRC under number SHRC/216/Pul/2018 seeking details of the incident and reasons and circumstances under which Faizaan was killed.
In yet another compliance report submitted by the Director General of Police (DGP) J&K, militants hiding in Thamna village opened fire on the search party resulting in the raging encounter as forces fired in self defense and in the ensuing encounter, a Lashkar militant Sajad Ahmed Shah of Chogal, Handwara was killed while two others managed to escape. It reads that while as some civilians received injuries one of them identified as Faizaan later succumbed as he had received bullet injuries at the encounter site.
The petitioner, however, says according to the parents of Faizan, their son was killed a day before the encounter started between forces and militants. “Parents have already termed police and official claims as totally baseless and false,” the petitioner says. “I demand a high level probe into the killing of Faizan.”
