Construction works hit badly; governor appealed to intervene

Kupwara (KPS): Government Women’s College in North Kashmir’s Kupwara
district, which was established in 2012, still lacks basic infrastructural
facilities.

The college has been offering Bachelor of Arts degree to students. The
student strength of the college is 700 girls and teaching staff is 16
which comprises of 6 permanent and nine contractual teachers. The
college also sans a permanent principal. Principal of Government Boys
Degree College Kupwara is holding additional charge of principal of
newly established Women’s College Kupwara.
The college administration is alleged of nepotism in purchasing
stationary and other materials for the college as same is being done
without proper tendering process.
Government Model Women’s Degree College Kupwara is functioning
without a principal, which has badly affected the academics and
functioning of the college.
The institute was headed by Prof Rayaz Qurashi, but after his
retirement on December 31, 2017, the institution has been headless.
All the ten permanent staff members at the college including six
assistant professors are on probation as they were recently appointed
by Public Service Commission (PSC), leaving the college with no one
eligible to take over as in-charge principal.
Besides lack of infrastructure, the college is facing several problems in
the absence of a head, as there is no authorised person to sign bills and
other documents.
Sumaya Rashid, a student at the college said they have no one to turn
to, in case of complaints or issues. “Our class work is going on smoothly
and our syllabus is almost completed, the only problem is lack of
infrastructure and vacant post of principal” she said.

Another student, Atifa Gulzar, also seconded the words.
“You can think yourself how a college can function without the head.
We face lots of problems and there is no one to discuss these
problems” she said.
A teacher at the college also questioned the delay.
“I fail to understand why authorities are delaying the appointment of
principal in the college as we are facing lots of problem in absence of
head of the institution” he said.
“We appeal the higher ups in government to appoint a principal so that
day to day decisions are made.”
Meanwhile, students and parents have appealed governor Satya Paul
Malik to intervene into the matter.
