Posting scam in Health Services Kashmir
Srinagar: A major discrepancy and a big fraud in the Health Services Department in Kashmir region has come to fore where in senior doctors have been sidelined and juniors given top administrative posts during the tenure of former Director Health Services Kashmir.
While those deserving the elevation as per the merit have been left out and a pick and choose method has been followed to adjust undeserving and juniors as BMOs, CMOs and In-charge Medical Superintendents (MSs) across the Valley by the former Director Health Services Kashmir Dr Saleem-ur-Rehman now Director General J&K Youth Services and Sports.
In the Health Department, for the past so many years no concrete policy and method has been followed by the then Director Health Services Kashmir, Dr Saleem-ur-Rehman, to fill the administrative posts on the basis of seniority and merit following the government order No. 477-HME of 2017.
Dr Masrat Iqbal Wani is a case in point. He was on Serial No. 829 as per seniority list but is now Block Medical Officer (BMO), Pattan and prior to this he was BMO Bandipora and Gurez. However, the aforesaid BMO was found involved in illegal appointment scam, and vaccine scam as per Chief Medical Officer , Baramulla. Instead of taking action against him the ex-director has transferred and appointed him BMO Pattan, the only reason being that Dr Wani was close to former Director.
The other doctors, who are not even entitled to Medical Superintendent’s post were favoured so much by the former director that no scope was left for senior doctors. Out of turn promotions and administrative posts have been sanctioned in favour of doctors like Dr Abdul Majid Miraab, who is currently in-charge Medical Superintendent District Hospital Anantnag and is on Serial No. 364 as per government’s seniority list, but the aforesaid doctor is actually Deputy Medical Superintendent while the former director has kept MS post vacant in order to give full authority to aforesaid doctor.
Dr Firdous Ahmad Bhat, at Serial No. 1758, is working as Block Medical Officer Sogam. The irony is that Dr Bhat was adjusted as BMO during his contractual period in gross violation of recruitment rules, which clearly indicate the favouritism made by the former director.
The recruitment rules for the posts of BMOs, MSs, have been pushed to back burner and the seniority list has been thrown into dustbin while as pick and choose method has been used by the former Director Health Services Kashmir as Dr Syed Masood, having seniority number 910, is working as in-charge Medical Superintendent District Hospital Baramulla, and other doctors like Dr Mukhtar Ahmad Mir with Serial No. 1824, Dr Saba Wani with Serial No. 340, Dr Syed Idrees ul Mukhtar with Serial No. 1184, Dr Jozi Bashir with Serial No. 554, are being adjusted against the administrative posts.
Another junior doctor Iqbal Sofi, has been given coveted post in JKMSCL as manager by the former Director Health Services Kashmir, wherein the post was never advertised.
It is pertinent to mention here that doctors of same batches are working in peripheral hospitals across the Valley, while the aforesaid doctors have been given choicest administrative posts and are enjoying all facilities including department vehicles.
Principal Secretary, Health and Medical Education, Dr Atal Dulloo said, “We are collecting the details of all the doctors as well as seniority list. Once it is done, we will correct all the wrong doings. I assure you things will be streamlined.”
