ICDS issues tender without e-tendering; Kashmir Printers Association writes to Sajad Lone    

 

KPA urges Minister to reissue contract   

Srinagar: In what could be seen as dubious practice by the government in the recently advertised tender notice of State Mission Directorate, Integrated Child Development Services (ICDS)-JK which was issued without e-tendering process and in-violations of prescribed time frame to submit the contract documents.

State Mission Directorate, ICDS-JK on April 4, 2017 tender notice under order no: SMD/ICDS/MC-72-A/2017/5089-96 invites eligible contractors/ printing agencies/ distributors/ authorized dealers registered with the JK government for supplying of following works: ECCE Curriculum (English-300 pages book) quantity of 5000 copies with specifications of 90 GSM Art Paper with art page 250 M art card (Coloured), activity  book (English-206 pages book) quantity 50,000 copies with specification of 90 GSM Art Paper with art page 250 M art card (coloured), assessment card (English-4pages) quantity 50,000 copies with specification of 210 GSM Art Card (coloured) respectively.

The notification laid downs the following terms and conditions that tenders and quotations are required to be submitted on or before 15.03.2017 duly supervising the work i.e “Quotation for printing of ECCE Curriculum, activity book and child assessment card.

The tender notice was published last week and within week contactors were asked to submit documents which has raised the apprehensions over the contract which is allegedly being offered to some blue eyed persons.

In this regard, Kashmir printers association has requested and written to the Minster of Social Welfare, Sajad Lone for re-issuing the tender notice through proper e-tendering process so that small scale units may also participate the tendering process.
