Hushing up of RDA Scam by SVO GAD fails to complete Departmental Enquiry against IAS Officer despite Court directions
Rajouri: In the much publicized Public Interest Litigation (PIL) highlighting alleged hushing up of Rajouri development Authority Scam wherein instead of registering an FIR the SVO converted it into Regular Departmental Action (RDA) against the delinquent officers / officials of Rajouri Development Authority namely Mohd Javed Khan (IAS) the then Chief Executive Officer, Rajouri Development Authority and presently Excise Commissioner J&K, Khushal Chand the then Executive Engineer, Devi Dass Heer, Executive Engineer and Gurcharan Singh Junior Engineer, Rajouri Development Authority.
The Division Bench of the State High Court Comprising Justice Alok Aradhe and Justice Janak Raj Kotwal had on May 17, 2017 directed the General Administration Department (GAD) to conclude the enquiry against Mohd Javed Khan (IAS) the then Chief Executive Officer, Rajouri Development Authority and presently Excise Commissioner J&K within four months and a status report was to be filed with regard to the completion of the enquiry.
Despite the completion of the four months time the General Administration Department (GAD) has failed to complete the departmental enquiry against Mohd Javed Khan (IAS) the then Chief Executive Officer, Rajouri Development Authority and presently Excise Commissioner J&K as no status report with regard to the completion of the departmental enquiry was filed by General Administration Department (GAD) till date. In the earlier status reports the General Administration Department (GAD) had alleged non co-operation by SVO and the Tourism department in not furnishing the requisite material to the General Administration Department (GAD) for finalization of the enquiry.
The scam surfaced in Rajouri Development Authority in the year 2009 when SVO received complaints with regard to bunglings and abuse of official position by the then Chief Executive Officer Mohd Javed Khan (IAS) the then Chief Executive Officer, Rajouri Development Authority and presently Excise Commissioner J&K and other officers in the construction of Tourism infrastructure in Rajouri. After a full fledged enquiry the SVO vide its no. VO-Veri-PR -31/2009-8497-98 dated June 10, 2015 and vide no. VO-Veri-PR-13/2009-9835-36 dated July 3, 2015 recommended departmental action against the delinquent public servants Mohd Javed Khan (IAS) the then Chief Executive Officer, Rajouri Development Authority, Khushal Chand the then Executive Engineer, Devi Dass Heer, Executive Engineer and Gurcharan Singh Junior Engineer, Rajouri Development Authority.
It is worthwhile to mention herein that despite indictment by SVO and pendency of departmental enquiry against the then Chief Executive Officer Mohd Javed Khan (IAS) the State Government has offered sensitive positions one after another to Mohd Javed Khan (IAS) like Deputy Commissioner Kishtwar, Custodian General J&K and now Excise Commissioner J&K.
