No end to additional charge syndrome under Vohra in civil admn
Srinagar, Jul 19 : Though after the takeover of the government, the Governor N N Vohra was expected to end additional charge syndrome in middle and higher echelons of civil administration but like previous PDP-BJP government, the Governor too has deepened the crisis of additional charge syndrome in the upper and middle rungs of civil administration.
According to Kashmir News Service (KNS), in the latest massive reshuffle in state administration, the Governor asked Commissioner Secretary Revenue Shahid Inayatullah to hold the charge of a very bigger position as Financial Commissioner Revenue, a post which was earlier held by Dr. Asghar Samoon, an IAS officer of principal secretary rank and status. While Director Tourism Kashmir Mehmood Shah was attached with the General Administration Department but no replacement was sent for Khursheed Ahmad Shah, the RTO Kashmir and with this the key position of RTO Kashmir was kept vacant despite having Mehmood Shah and Ghazanfar Hussain attached with GAD awaiting orders of posting. Similarly the Vohra headed State Administrative Council (SAC) also transferred Director Local Bodies Kashmir Tufail Ahmad Matoo without sending replacement for him and consequently he is holding additional charge of the post of Director Local Bodies Kashmir.
In yet another surprising move, the Governor ordered Deputy Commissioner Srinagar Syed Abid Rashid to hold additional charge as CEO, Special Purpose Vehicle (SPV) for Srinagar City for implementation of the Smart City Project, under the Smart City Mission. The CEO ERA Farooq Ahmad Lone was transferred and the Development Commissioner Works Satish Razdan was asked to hold additional charge as CEO ERA and interestingly keeping in view the slow pace of work on Jehangir Chowk-Rambagh limb of Srinagar flyover the government should have given the full fledged charge of CEO ERA independently to any suitable officer.
