Is J&K Housing Board breaking all records of nepotism?
Srinagar: Jammu and Kashmir Housing Board which was recently in news for its multicore scam has now landed again in trouble over the illegal appointments.
Despite departments were asked to stop recruitment of daily wagers failing which disciplinary action would be taken against officials concerned, J&K Housing Board throws order to dustbin and has requited several casual daily labours.
The ban on casual Labour requirement was done after it was observed that in spite of strict guidelines on engagement of casual labour, various ministries continued to engage casual workers for work of regular nature against the government’s policies.
“It is, therefore, reiterated that all ministries or departments may ensure strict compliance of the guidelines on engagement of casual labourers.
“Negligence in the matter of implementing these guidelines should be viewed seriously and brought to the notice of the appropriate authorities for taking prompt and suitable action against the defaulters,” the government order said in a directive issued to government offices.
“The departments may also review the norms of staff for regular work and take steps to get them revised. If considered necessary,” the order said, referring to its earlier instructions issued on the matter.
According to official sources, several daily casual labours were appointed under the same order in the J&K Housing Board despite complete ban from the government.
As per the details available the casual daily wagers are adjusted in different pay scale and some are regularized with the handsome grade pay.
It is pertinent to mention here J&K Housing Board does not have post of Under Secretary but the Managing Director Manmohan Singh has allegedly posted Stenographer Pritam Singh as Under Secretary illegally without any advertisement thereof thus violating the norms and procedures of the government employment rules and regulations.
Meanwhile, Civil Society has appealed the Governor and Chief Secretary to intervene into the matter so that culprits can be brought to book as soon as possible.
