Lack of facility in isolation center Wayen Kupwara; Court directed to form investigative committee

Srinagar, July 16: Following the news story in Urdu daily Tameel-I-Irshad about the problems people faced in the isolation center at Wayne area of north Kashmir’s Kupwara district the local court in Kupwara has finally formed an investigative committee to look into the matter.
The court has asked the team to file the investigation report within a week. The court also directed deputy commissioner Kupwara who is also head of district disaster management to provide all the adequate facilities to patients admitted in quarantine centers.
The court will now hear the matter on 21st July 2020.
Notably, sub judge Kupwara court has asked the committee to check the problems patients undergone inside isolation centers which the newspaper had highlighted.
Earlier, the case was filed by the complainants—Covid-19 positive patients, Isolation Center, University Campus, Wayan Kupwara through Advocate Rayees-ul-Ahad Akhoon (Amicus Curie, District Court, Kupwara) against Chairman District Disaster Management (Deputy Commissioner), Kupwara, District Health Officer, Kupwara, Chief Medical Officer, Kupwara, Nodal officer Isolation Center, University Campus, Wayan Kupwara, Dar Canteen C/O: Farooq Ahmad Dar (Contractor & Supplier).
In the newspaper report it was mentioned how people testing positive faced the brunt in the isolation center established at Wayne Kupwara, and how 130 inmates both symptomatic and asymptomatic patients were kept in the isolation center without segregation.
It was also mentioned that the inmates in the center had almost lost their hopes of recovery as they were not being provided with health and hygienic food, which was important for them to boost immunity to fight the infection.
“The complainants have been shifted to an isolation center camped & housed at university campus, Wayan Kupwara. The contractor is not supplying the food at proper time & food & fruits as per menu are not being served to the patients,” reads the complainant report.
The reports added that how the doctors and para medical staff did not bother to visit the patients in connection with the health issues and proper checkup as well as medication? The sweepers do not bother to discharge their duties as such there is chance & reasonable apprehension of further complicacy to the patients.
“How dust & dirt is surrounding the isolation center & the washrooms are not being properly cleaned nor are surface cleaners being used? Also the court has asked to check how can influential persons be provided special treatment & have been kept in some rooms, as such common patients are sufferers?”
The complainants mentioned in the report that the Novel coronavirus (Covid 19) has been declared as pandemic. The virus has involved and infected millions of people across the world, and the spread of Covid 19 has been declared as national disaster as such all the efforts, steps and acts necessary for containing the spread of Covid 19 are governed under disaster management act and under such circumstances the authorities are supposed to take all the possible steps to contain the virus and to ensure the positive patients are put into isolation centers designated for the purposes. Therefore, to ensure their safety and security under the medical supervision having overall control of administration with the purpose to prevent the further spread of virus and to save their lives from falling prey to Covid 19.
Earlier, court had directed SSP Kupwara
to investigate the matter about lack of facilities in quarantine centers and asked the concerned police officer to report the matter within a week.
