Plus-2 PSC Lecturers urge Principal Secretary Education for ACP, time bound promotion

Srinagar: A virtual meeting of the Core Committee (CEC Kashmir and CWC Jammu) of the Association was held today on 25/08/2020 (Tuesday) presided over by the President of Association Mr. Nayeem Ahmad Parrey. The meeting was convened in the backdrop of the slew of measures taken by the department under the dynamic leadership of worthy Principal Secretary Dr. Asgar Hassan Samoon particularly the initiation of regularisation of gazetted officers at different levels viz. Joint Directors, CEOs, DIET Principals, Hr. Sec. Principals, I/C Lecturers, ZEOs and Headmasters. The field department has been marred by large scale inchargism and adhocism from last many years. The +2 cadre is the worst hit cadre due to complete stagnation, inchargism, non-framing of updated combined seniority list and placement of Sr. lecturers from years together. It is hoped that this time regularisation will be done in a time bound manner with due respect to standing rules and regulations and with strict implementation of GAD order No 743 as was done before, for which the Association feels obligatory to appreciate the Department. The committee took strong exception to malicious propaganda unleashed by some unscrupulous and ignorant elements who are bereft of any knowledge of departmental rules and regulations and want to force the department to run as per their personal interests and likings and mislead the higher authorities. All J&K +2 PSC Lectures Association is a strong voice representing the aspirations of more than 5000 directly recruited lecturers of erstwhile J&K State now UT of J&K, fighting for their legitimate rights form the year 2011 and working for correction of violations that have been done in past. The Association is working for the betterment and welfare of entire the +2 cadre, for student community and for improving the quality of education. The leadership of the Association reiterated its commitment to fight for regularisation of all gazetted officers at different levels, doing away with practice of inchargism and filling up of all the vacancies in a time bound manner and this has been our persistent and consistent demand from last decade but it has to be done as per the set criteria and norms in vogue and under no circumstances violation of norms and pick and choose policy would be allowed. The Association humbly requests the worthy Principal Secretary to take personal interest and redress the long pending demands of the Association including grant of ACP in favour of +2 Lecturers, placement of lecturers as Sr. Lecturers in accordance with 1/3 quota, restoration of 40% of Higher Education Quota and Higher Start Up for higher qualified lecturers. The steps will help to address the worst kind of stagnation in the cadre.
The meeting concluded with the words of appreciation and thanks the director School Education Kashmir and Jammu for showing genuine concern regarding the resolution of the issues of the cadre.
