‘Illegal appointments followed by embezzlement of funds’ have allegedly surfaced under National AYUSH Mission surfaced in north Kashmir’s Kupwara

As per media reports, illegal appointments/engagements of Watch and Ward( Night Chowkidar)/ and PTS’s attachment/adjustments of Medical officers/ paramedical, corruption, extortion and embezzlement of funds under National AYUSH Mission by Dr Farooq Iqbal I/C District AYUSH Officer Kupwara along with his abetter Dr Zahoor Ahmad Tantray Medical Officer AYUSH HWC Ghushi a habital offender with multiple FIR’s against him by ACB and JKP.

Incharge District AYUSH Officer Kupwara Dr Farooq Iqbal has besmirched the very image of the department by drowning himself into the sea of corruption, scam of illegal appointments/engagements, red-tapism, extortion and misappropriation of funds under National AYUSH Mission in District Kupwara, the reports added.

His rampant transgressions are alarmingly increasing with every passing day and will eventually wreak havoc on the the District AYUSH Health service in Kupwara, if the UT Govt will not take prompt action to save the pristine AYUSH Department from his Malevolent clutches.

The details of fact summary of the scam are as under.

Illegal appointment/Engagements.

The said officer has done illegal appointments/engagements of ward and watch and PTS staff in AYUSH dispensaries across the district in contravention of the rules.

Nasir Ahmad Magray appointed/engaged illegally six months back as Watch and Ward in AYUSH HWC( Health and Wellness centre) Nutnoosa District Kupwara without any order from the UT Govt. The daily/monthly attendance and disbursement of monthly salary from the District Treasure Kupwara can be taken as a reference to attest the fact.

Sajad Ahmad S/O Gh Mohiuddin R/O Kralpora.

Appointed/engaged illegally as Watch and Ward since April 2021 vide order no ADMOK/530-31 dated April 2021 and he too is getting salary from the District treasury.

Mohd Lateef Malla S/O Habibullah Malla R/O Haril appointed/engaged as Wach and Ward at AYUSH- HWC Haril illegally.

Jasmina Begum W/O Mohd Sultan R/O Dard Hari Kralpora

Illegally appointed/engaged as Part time Sweeper and is presently working at AYUSH Unit Kralpora. A corrupt officer has even issued an order vide no ADMOK/Estt-13-16 dated 17/4/2021.This is a tip of an iceberg.The entire scam of illegal engagement will get unearthed after the launch of investigation by the UT Govt.

Illegal Attachments of Medical Officers/ Paramedics in District Kupwara to harbour corruption and red-tapism

The brief details to the context are as under.

Dr Suhail Nazir originally posted at Unani Dispensary Teethwal Tanghdar as Medical Officer AYUSH has been illegally attached to HWC Ghousi Kupwara since last three years without any approval from the competent authority.

Dr Zahoor Ahmad Tantray posted at HWC Ghousi has been attached at District AYUSH Office Kupwara without any order from higher authority. It is pertinent to mention here that the said doctor has been recently arrested by ACB under FIR No 34221/U/S 420 506,2208 RPC r/w 5(2)PT act 5VT of 2006 at PS Crime Branch Kashmir and accordingly suspended by the UT Govt vide order no 591-JK(HME) of 2021 dated 18/08/21 and other FIR 2011/13 with the offences of 419,498,471 RPC in PS Sadar Thana Srinagar and is the main culprit in corruption, harassment, illegal appointments/engagement in District AYUSH Department Kupwara.The hight of situation is that even during suspension period till date he has been kept dishonestly in the office by the said officer to satisfy his pecuniary benefits.

His original Posting was at UD Batpora Tangdhar has been Illegally kept at UD Affan and later in the District Office.The said doctor never attended his duties at his place of posting and was subsequently transferred to UT Ladakh by the Govt of UT JK.

Mohd Akber Shah (AYUSH Pharmacist) original place of posting at UD Khurhama attached at District AYUSH Office Kupwara since ten years.

Gulzar Ahmad Baba ( AYUSH Pharmacist)

Original Posting at UD Teethwal and is absconding from duties from last four years and the said I/C District officer releasing his salaries without duties.

Ab Rashid Malik AYUSH Pharmacist posted at UD Nichin Tanghar has never attended his duties and is working as contractor on his father’s card and the District Officer is getting kick backs from him to release his salary.

Original place of posting is at AYUSH Unit DH Handwara but he has been attached illegally at District officer Kupwara in contravention of the Nation AYUSH Mission Rules. It is in place to mention that all these attachment/ adjustments conspired by the the Incharge District AYUSH Officer on daily basis to harass the officers and official with the motto to encourage corruption, extortion in the department.

The above facts are the testimony to the fact that the said officer is massively involved in corruption, illegal appointments/engagements, kickbacks, extortion, misuse of official postion, em-bazzlement of funds under National AYUSH Mission during the year 2020,2021, 2022 in connivance with Dr Zahoor Ahmad Tantray a tainted employee with multiple FIR’s against him by the Govt agencies.

The incharge district officer is not compentent to make appointments/ engagement of manpower, massive attachment/adjustments of staff and it is evident that under the garb of official postion he is promoting corruption, fraud, dishonesty, extortion amounting to lakhs for engagement of PTS and Ward of Watch staff in District which in turn has vehemently dented the very pious image of the department and the UT Govt.

The fraud committed by the doctor namely Dr Farooq Iqbal Incharge District AYUSH Officer along with his abetter can be un-shrouded by taking into hold the official records, number and date file registry, monthly attendance, posting details as per service book details, credit record of salaries and bills of National AYUSH Mission and other relevant documents promptly so that the said officer will not get the time to tamper the evidence in the office as there are serious apprehension of destroying official records pertaining to the scam.

In the premises and keeping in view the above averments surfacing from the district, it is therefore a need of the hour and an acid test for the Govt of UT to make a high level investigation team so that the truth will come to light and the culprits will be pushed behind the bars.The prompt action germane to it will upheld the policy of zero tolerance to corruption, dishonesty, red-tapism as conceived by the UT of JK .
