CIC operators of RDD without salary hike since last 12 years
CIC Operators working in Rural Development Department have been recruited through proper recruitment rules in 2004 and are presently getting a meagre salary of Rs 10,000 per month (Rs 333/= per day) on which they are facing lot of hardships and miseries to meet their day to day expenses on food, medicines and other necessities, besides not able to provide better education & care to their children and old parents on this peanut salary.
No enhancement in their monthly salaries has been ordered by the Government since last 12 years, despite being highly skilled / qualified in the related field of work in the department.
CIC Operators of RDD are highly qualified having degrees like M.Tech / MCA/ MSc. IT / B.E / B.Tech etc. and are technically very sound. Further, they are handling efficiently all the online work on the web portals of Rural Development & Panchayati Raj Department viz. e-GramSwaraj, Swachh Bharat Mission, PMAY-G, Peoples Plan Campaign (Sabki Yojna Sabka Vikas), GPDP, Mission Antyodaya, other Panchayat Portals, PFMS and all other e-Governance related applications.
They are also doing all other office assignments viz. Elections, Establishment, Accounts, Works etc. at Block/District/Directorate/Secretariat level.
General Administration Department (J&K) vide Government Order No. 99-JK(GAD) of 2022 dated 28.01.2022 has incorporated the regularization and salary enhancement demands of the Community Information Centre (CIC) Operators working in Department of Rural Development & Panchayati Raj under the purview of Sub-Committee constituted vide Government Order No. 1081-JK(GAD) of 2021 dated 13.10.2021.
However, Sub-Committee in a high level meeting headed by the Financial Commissioner (Additional Chief Secretary) Finance Department (J&K,UT) has recommended enhancement in the salary of CIC Operators of RDD on 19th April 2022. CIC Operators alleges that UT Administration is dilly-dallying in implementation the recommendations given by the Sub-committee, which pushes them into mental trauma and depression during present sky high inflation of the market.
“We appeal to the Hon’ble Lieutenant Governor (J&K, UT) to kindly intervene personally into the matter and ease the sufferings & hardships by issuing instructions for enhancing the salary of CIC Operators working in RDD.”
