Plus Two Lecturers Delegation calls on CS, discusses Stagnation and Career Progression
A delegation of Plus Two Lecturers Association led by its President Mansoor Ahmad Khan visited the Civil Secretariat in Srinagar today to address the chronic stagnation at the +2 level with the esteemed Chief Secretary, Atul Dulloo.
The discussion focused on measures to resolve this long-standing issue, particularly in light of the recent Establish Committee meeting for Assured Career Progression (ACP).
The delegation highlighted the severe stagnation faced by employees due to limited chances of functional and non-functional promotions in the cadre.
They cited a ruling by the Hon’ble Supreme Court advocating for at least three non-functional promotions during an employee's career.
Emphasizing that many gazetted cadres in J&K UT already have career progression mechanisms in place, they urged for similar provisions at the +2 level. The Union Budget 2023-24's emphasis on the introduction of Modified Assured Career Progression (MACP) for central government employees was also mentioned as a potential model for providing structured career growth and financial benefits.
Chief Secretary Shri Atul Dulloo was reminded of previous appeals made to him, particularly during his tenure as the former Financial Commissioner of the JK Finance Department. The delegation expressed their gratitude for his attentive hearing and consideration of their concerns.
The delegation also met with Additional Secretary of the General Administration Department (GAD), Shri Amit Vermani, to discuss the current status of the ACP file. They extended warm thanks to the Commissioner Secretary of GAD, Principal Secretary of Finance, Principal Secretary to the Hon’ble LG, and other members of the Establishment Committee for their efforts in advancing the ACP initiative positively.
Further, the delegation engaged with officers of the School Education Department, including Additional Secretary G. N. Bhat, Deputy Secretary Masood Ahmad, and Deputy Secretary Peer Zahid Ahmad. They requested the finalization of the Recruitment Rules 2023, immediate release of the Principal list, and filling of all vacant Principal positions to address academic and administrative gaps in Senior Secondary Schools and school clusters.
The delegation also advocated for the re-engagement of Cluster Resource Coordinators (CRCs) and the recruitment of 50% of vacancies through the JK Public Service Commission (JK PSC) to infuse new talent and academic vitality into the department. The department assured that the process of engaging CRCs would commence in the coming days.
Additionally, the officers were requested to address issues related to duty slips of the 2017 Lecturer batch, early adjustment of surplus and unadjusted lecturers, and the settlement of the intervening period for Ladakh repatriated lecturers.
Earlier, the delegation discussed various academic issues with Director of School Education Kashmir, Dr. Tassaduq Hussain.
The delegation comprised Dr. Nazim, Mohammad Shafi, Syed Ishtiyaq, Khursheed Ahmad Rather, Mohammad Irfan, Javid Ahmad, and Shabir Hussain Shabir.
