ARI & Trainings Dept Conducts Comprehensive Inspection of Directorate of Agriculture and Allied Sectors

In a concerted effort to enhance transparency and accountability within the agricultural sector of Jammu and Kashmir (UT), a high-level administrative inspection was led today by Dr. Abdul Kabir Dar, Secretary of the Technical Administrative Reforms, Inspections, and Trainings Department. This rigorous evaluation was designed to ensure adherence to new administrative reform guidelines set by the Government and to assess progress in transforming Kashmir’s agricultural landscape through rigorous and transparent procedures.

The inspection began with an in-depth presentation by the Director of Agriculture Kashmir, which highlighted recent reforms and innovative initiatives undertaken by the department. This presentation was delivered in both virtual and hybrid formats, emphasizing the critical importance of following Government guidelines to guarantee efficient public service delivery. Dr. Kabir Dar remarked, “These newly established procedures are crafted to optimize stakeholder benefits and ensure that all initiatives are executed with the utmost transparency and effectiveness.”

Following the presentation, the inspection team conducted a detailed field visit. During this visit, Director Iqbal Choudhary provided a comprehensive briefing on the sector’s activities, achievements, and compliance with the ARI & Trainings Department’s reform guidelines. Dr. Abdul Kabir Dar underscored the significance of such inspections in promoting departmental development. The team engaged with various laboratory heads and technical sections, meticulously reviewing records to ensure adherence to protocols. Discussions focused on key central schemes and initiatives aimed at modernizing the agricultural sector, including enhancing productivity, integrating innovative farming technologies, and developing state-of-the-art infrastructure—all within a framework of transparency.

The inspection scrutinized several critical areas: the adoption of high-yield varieties (HYV), soil health management, organic farming practices, and the development of irrigation infrastructure. The team also evaluated the implementation of social schemes such as PM-KISAN, PM-Kisan Maan Dhan Yojana, and the Crop Insurance Scheme, ensuring these programs are centered on the needs of farmers and aligned with new protocols.

Dr. Abdul Kabir Dar emphasized the importance of these protocols, stating, “Our objective is not only to support the transformation of the agricultural sector but to ensure that this transformation is achieved with the highest levels of transparency and accountability across all Government departments in Jammu and Kashmir. These protocols reflect our commitment to overseeing reforms and maintaining integrity in every initiative.”

The inspection, guided by these newly established procedures, is expected to set a new benchmark for future administrative operations. It aims to significantly enhance the efficiency and effectiveness of the department, facilitating the evolution of Kashmir’s agriculture from subsistence farming to a model of sustainability marked by integrity and accountability. Dr. Abdul Kabir Dar concluded, “This inspection will pave the way for a more effective and transparent approach in agriculture, elevating the sector to new heights.”
