3 Months On, Public Concern Grows Over Vacant ADC Chair in Handwara

Handwara: Over the past three months, numerous public and socio-political delegations have raised alarm over the prolonged vacancy of the Additional Deputy Commissioner (ADC) position in Handwara, blaming political interference for the delay.
Local residents are increasingly frustrated by the absence of a functional ADC, with many attributing the problem to the National Conference's return to power. “Before the National Conference took power, the ADC chair in Handwara operated smoothly. Now, key positions like the ADC role remain vacant,” said a local resident. “It’s been three months, and there is no sign of a solution.”
The prolonged vacancy has resulted in significant challenges for both the public and government employees in Handwara. Administrative functions have come to a near halt, as many files require the ADC's approval for further processing. This backlog is not only delaying routine operations but also preventing the timely resolution of critical issues. The lack of a designated ADC has caused major disruptions, stalling project approvals, regulatory oversight, and essential administrative procedures.
The vacancy of the ADC chair has created a void in decision-making, leading to growing frustration among both staff and the public. “Our ADC, Aziz Ahmad, was transferred to the Chief Minister’s office three months ago. Despite his transfer, no replacement has been appointed,” lamented the residents. “The absence of the ADC is making it difficult to process important files and resolve urgent matters. We are still waiting for a solution after three months.”
Many residents feel that the government, led by Omar Abdullah, is compounding their hardships by failing to act quickly. “Rather than addressing critical issues with urgency, the government’s inaction is only adding to our difficulties,” another local resident noted.
The residents have now appealed to the Lieutenant Governor, Chief Minister, and other relevant authorities to expedite the process of appointing a new ADC to alleviate the ongoing difficulties faced by the community and restore efficient governance.
