The Jammu and Kashmir Government has ordered a high-level inquiry into the recent law and order incident at the Government Medical College (GMC) Srinagar.
According to Government Order No. 506-JK(HME) of 2025, issued on July 25, the Health and Medical Education Department has appointed Baseer ul Haq Chaudhary (IAS), Mission Director, National Health Mission J&K, as the Enquiry Officer to investigate the circumstances surrounding the incident that took place on July 23.
The enquiry will focus on uncovering the facts and immediate causes that led to the incident. Additionally, the officer has been tasked with probing the reasons behind the closure of Operating Theatres (OTs) at GMC Srinagar, assessing whether the shutdown was avoidable, and identifying individuals responsible for any dereliction of duty or violation of established protocols.
The order, a copy of which is with GNS, further states that the Enquiry Officer will recommend steps to strengthen the internal grievance redressal mechanism, enhance administrative coordination, and improve the overall functioning of the institution.
Importantly, the officer has also been directed to propose preventive and remedial measures to ensure that such incidents do not recur in the future.
The enquiry report is to be submitted within 15 days from the date of issuance of the order.
Mohammad Ashraf Hakak (JKAS), Administrator of Associated Hospitals, GMC Srinagar, has been designated as the Presenting Officer for the enquiry.
