Kashmir Records 16.55% Growth in GST Cash Revenue: State Taxes Department

In a major push to strengthen revenue mobilisation and ensure stricter GST compliance, Additional Commissioner, State Taxes (Administration and Enforcement), Kashmir Division, Parveez Ahmad Raina, JKAS chaired a marathon review meeting with senior officers of the department.

The meeting was attended by the Deputy Commissioner Enforcement (Central), Deputy Commissioner IT, State Taxes Officers, and other key officials from across the Kashmir Division. Discussions focused on enforcement strategies, use of advanced data analytics, revenue realisation up to December 31, 2025, progress in cash settlements, audit cases under Section 65 of the JKGST Act, time-barred cases for the financial year 2021-22 under Section 73, and action against fake Input Tax Credit (ITC) frauds.

Officers presented detailed reports on enforcement drives and the effective use of IT-enabled analytical tools. A sector-wise analysis was also undertaken to identify vulnerable areas and strengthen compliance mechanisms.

During the meeting, it was highlighted that the Kashmir Division recorded a notable 16.55 per cent year-on-year growth in cash revenue and a 4.56 per cent increase in settlement revenue during the current financial year 2025-26 (up to December 31, 2025). Officials attributed this growth to the positive impact of rate rationalisation and reforms introduced under the GST 2.0 framework.

Fresh revenue targets were assigned to various circles to ensure achievement of the allocated goals for the remaining period of the financial year. The meeting also acknowledged that GST 2.0 reforms have helped simplify tax structures, ease the burden on essential goods, and promote fair trade practices.

Mr. Raina stressed the need for intensified efforts in priority areas such as speedy recovery through DRC-03, reversal of ineligible IGST claims, and optimal utilisation of cash under Rule 86B. He directed officers to continue leveraging advanced data analytics to detect and prevent ITC misuse and to focus on continuous skill upgradation of field staff to effectively combat tax evasion.

The encouraging growth achieved so far reflects our collective efforts, and with sustained focus on enforcement and compliance, we are confident of surpassing annual targets while safeguarding revenue and consumer interests,” Mr. Raina said.

The meeting concluded with clear directives to all circles to expedite pending recoveries, conclude audit and adjudication cases, and maintain momentum in revenue augmentation across the Kashmir Division.
