PHE Chief Engineer employs 61 Casual Labours through backdoor entry
‘Order seen in violation of prescribed govt norms’

Srinagar: In what could be seen as a scam in the Public Health Engineering Department as its Chief Engineer has employed allegedly 61 Casual Labours through back door entry.
According to reports, Chief Engineer, Public Health Engineering Department has employed 61 Casual Labours through illegal means and in this regard he has created special funds for their salary.
Sources told KPS that the newly employed Casual Labours have not worked anywhere nor have any record in the department. There duty schedule is also not registered anywhere in the department, sources added.
Sources further told KPS that Chief Engineer, Public Health Engineering Department in March this year issued an order 43-F dated 17-3-2017 and employed 61 Casual Labours among which PHE division Bijbera got 7 Casual Labours, PHE division Qazigund got 28 Casual Labours, PHE division Kulgam got 26 Casual Labours accordingly.
Sources said that for these Casual Labours special funds were created under order no . 585CE/PHE PLG Oct 2017 dated 29-03-2017 under dispatch no. 30953-54 dated 29-03-2017 was issued to release 5 lakh and four nine thousand in this regard.
It is pertinent to mention here, Casual Labours working across state were on strike during this period for demanding salary and were protesting against government for not releasing their salary. Whereas, these 61 Casual Labours were given salary from the funds specially meant for them.
Sources told KPS that Chief Engineer, Public Health Engineering Department has its agents allegedly in south Kashmir by whom he is earning lakhs of rupees to adjust people through backdoor entry.
Sources further added that when a Cabinet Minister or any MLA is not authorized to employ a Casual Labour then how come a Chief Engineer, Public Health Engineering Department has issued orders of employing 61 Casual Labours who according to sources are not attending even office.
The orders issued for employing the 61 Casual Labours has only signatures of Chief Engineer, Public Health Engineering Department and no other technical staff or any concerned officer has signatures on the particular order. (KPS)
