Srinagar: The employees of the Public Health Engineering department in South Kashmir division have blamed that the Chief Engineer, G.M Bhat has allegedly provided benefits to employees of North Kashmir by implementing SRO-59.

“Although the Act is beneficial to the employees but the South Kashmir division is excluded from the act,” a delegation told Kashmir Press Service said adding that “SRO-59 was beneficial to certain high authorities until 1992 and Government banned the act thereafter. But the current Chief Engineer has again implemented the act against the government will.”

Although it is an advantage to the employees but only handful of divisions reap the fruit of it, putting the Chief Engineer, G.M Bhat under scanner. Employees allege that the implementation of the act to certain number of divisions has provided benefits to him in lakhs of rupees and turned up to be a big cause of corruption in the department.

“The act should be implemented to all the divisions and departments including Public Health Engineering, R&B, Flood Control etc,” the delegation added.
