Part-II: Officials involved in J&K Housing Board scam still ruling the roast

‘Amount specified for retirement benefits used as work fund’   

 

Srinagar (KPS): In the much publicized scam of J&K Housing Board, the state administration is yet to take any action against the officials in involved in multicrore scam.

Financial Commissioner, Housing and Urban Development Department K.B Agarwal vide order no.155-HUD of 2018, 155-HUD of 2018 dated 19-04-2018 formed a committee on the basis of complaints against Ram Paul Sharma in charge Managing Director J&K Housing Board, Altaf Rashid Pandit, DGM Housing Unit-II, Habitat Centre, Bemina Srinagar for the misuse of funds in the official positions allotted to them.

The committee was formed to enquire the work executed by the Jammu and Kashmir Housing Board vide order no. 178-HUD of 2015 dated 14-07-2015 for ascertaining the actual facts for up gradation of civil facilities, construction of Community Hall and providing shelters to the weaker section of the society and other allied works under Housing Sector.

It was found by the committee that Board has released an amount of Rs.237.07 lacs to PDD to provide street lights, transformers for electrification of different colonies of the State within and outside its jurisdiction.
It was also observed by the committee that funds were also been released for laying of HT/LT lines at the places where are executed are both outside domain of the J&K Housing Board.

The committee submitted its report with observation that works have been undertaken without budgetary provisions. Funds have been released to the Engineering sections / divisions by the Accounts section without adhering to the codal formalities as are required to be followed. The officials involved in the misuse of their official positions were Mr. Ram Paul the then I/C Managing Director J&K Housing Board, Kulbushan Kumar then FA/CAO, J&K Housing Board, and Aftab Rashid Pandit DGM, Housing Unit-II, Srinagar for failing to follow the codal formalities and found involved in procedural lapse at all levels during the execution of works in the J&K Housing Board.
