GoI amends J&K domicile rule following Bukhari’s meeting with HM, NSA

Srinagar, Apr 4: A day after the central government issued the domicile order of Jammu and Kashmir; the JK Apni Party (JKAP) President Syed Mohammad Altaf Bukhari briefed government about the dissatisfaction regarding it.

The domicile order was castigated by the people, local political parties as well as JKAP. “Amid dissatisfaction among people Bukhari being the first political leader met Home Minister Amit Shah and National Security Advisor Ajit Doval in New Delhi,” said JKAP party spokesman.

Bukhari he added briefed them about the dissatisfaction about the domicile order and urged them to amend it.

Before meeting HM and NSA, J&K Apni Party, in a statement, had said the domicile order reflects a casual exercise carried out at bureaucratic level without taking aspirations and expectations of people into consideration.

The statement said the order be put in abeyance till the country is out of dangers arising out of coronavirus. “This order in its entirety is a casual attempt, cosmetic in nature, to hoodwink the people of Jammu and Kashmir…,” the statement said.

Meanwhile, highly placed sources in home ministry confirmed the meeting of Altaf Bukhari with HM and NSA. “They had assured Bukhari that all the reservations over new domicile rule raised by the mainstream political parties would be amended as per their satisfaction.”

Sources further said that during the meeting with the HM and the NSA in New Delhi, Bukhari apprised them that the job reservations for all the government posts should be kept exclusively for the natives of Jammu Kashmir.

On Friday late night the Home Ministry issued the order and amended the new domicile rule for Jammu and Kashmir, issued earlier this week.

Earlier, the Centre had reserved only lowest non-gazetted posts exclusively for the natives. However, it has now extended the new domicile to all the posts. In its final draft, only domiciled residents of J&K will be eligible to apply for recruitment in the union territory.

On Saturday JKAP president Altaf Bukhari said: “I welcome the government of India’s move for amending the new domicile order and reserving all groups of jobs both in non-Gazetted and Gazetted services for the residents of J&K.”

In a statement issued, Bukhari, pledged to continue JKAP efforts to get this law revisited in its entirety to remove the remaining loopholes till it satisfies the aspirations of people of Jammu and Kashmir.

Extending gratitude to Union Home Minster Amit Shah and National Security Advisor Ajit Doval, the JKAP president said their personal intervention has made the much needed amendments to domicile law possible in a very short span of time.

“I highly appreciate the home minister and national security advisor for understanding the genuine reservations put forth by the people of J&K vis-à-vis the new order defining domicile law in the matter of employment for Jammu and Kashmir. Their timely intervention made the requisite safeguards possible,” Bukhari said.

Bukhari also conveyed his deep gratitude to the people, especially the youth of both the divisions of Jammu and Kashmir for uniting behind the same cause for the first time in the recent history.

Last month, in a meeting with the Prime Minister and the Home Minister, Bukhari-led JKAP delegation was given assurance by the GoI that under the new domicile law, the land, and job rights would be only kept reserved for the people of Jammu Kashmir.
